You need to draw the shadows... create them by hand.

Use a copy of the little man moving. Make it all black and decrease the opacity.... blur it over time so it gets sharper as it gets closer to the water... etc etc.. maybe you would need to distort it somehow and change the angle...

There is no "magic shadow tool" for that... just ingenuity and hard work.

You could also study how shadows work, by shooting some footage with a cut-out paper doll, and see how its shadow behaves when you do something similar as in your animation. That should give you enough clues to make it convincing.
