You move the layers along the 'z' based on their position - i.e. the furthest layer gets the most z-depth etc. Then you pan the camera and it should give you parallax.

The gradient not displaying whilst playing the animation is an expected result as it was programmed to perform this way. The original poster's problem, however, is a bug. It should be expected that the gradients look the same on frame one as in frame zero. And especially so when rendered.
