Ah, this is a complicated subject. In short, it all depends on the power of your graphic card. Vector images have a small filesize, but need to be calculated for every frame. Many vectors slow down AS significantly. Image files stay as they are as long as they're not distorted, so it's only a matter...

Be on frame 0.
Select one image layer, say left foot.
Choose "Layer Bind" tool (bottom left corner of bones tools).
Click the left foot bone. Should be red now.
Press space bar once.

Repeat with all other layers.

Go into the "animation" menu and select "copy current keyframe", set the frame number to your current frame, and check "whole document"-.

Impressive! And quite a clever use of the layer blend modes. Although it's overall too cute for my taste ...

Cut outs - does somebody else like to work in this style?

http://www.michaelspornanimation.com/splog/?p=1264 features a handful of stills of the film "The Merry Circus" by Jiri Trnka. I wonder if anyone creates and thinks along those visuals today.

You need to study your subject first. Get a decent DVD and play it frame-by-frame. Much animation on Flintstones seems to be done on two's (I don't have any copy here). You could mimick that effect by setting your fps to 12, or by putting a keyframe every 2 frames while having the project play at 24...

I'm really looking forward to see what somebody with a decent 3D background would be able to create in AS. Especially since there's a group of people here who always strive to create "like 3D" stuff in AS - which it is not designed to in the first place. As for the oven-ready characters to...

Actions for blinks etc - definitely. Mouth shapes as different layers grouped inside switch layers. I have a project which has all mouths in one switch, named a_smile and a_angry and so on. You don't need that many mouths over all. Rigging strongly depends on your character and your style of animati...

Looks really promising, although it seems to be motion capture only. It could work.

Nice to use "Armenia" (1983) by Einstürzende Neubauten as soundtrack, not so nice to not credit it.

Go to project properties and set the dimensions as high as your version of the program allows.

Usually I exchange files only as a ZIP archive which contains my whole scene folder, .anme files and every image in the scene, and the sound.

I like the visual style, the broad lines and that most things are rectangular.

The shape hasn't a fixed rotation point, as it is, I believe, always calculated from all points you have selected. Easiest way to have a certain pivot point for a shape would be to leave it on its own level and adjust the level's origin. The broken lines are a common bug in my current work (I didn't...

Unfortunately there's no way to copy&paste anything from layer to another layer, or from one timeline to another.

It is, however, possible to duplicate a layer and its timeline after animation is done. I use that from time to time, but didn't find it useful in creating walks or alike.

how to convert Winsor to a Vector Graphics By hand. There's no automatic process implemented in AS. You could try with programs like Flash, Illustrator, Freehand, which have functions to do this conversion, but you'll likely will end up with a bunch of unconnected shapes which are impossible to ani...
