Out of sheer curiosity, even though I share Danimal`s opinion and was sure it would work, I gave it a try and made a clock for myself. There`s a one thing you should avoid - parenting bones. If you just create hour and Minute hand, as I did, you`ll have them parented and Angle control would not work...

Layers in Inkscape are more like groups but called Layers. It works in Inkscape but I think many other programs would also, as AnimeStudio, see them as groups. I`m sure you`ll find more detailed explanations on Launchpad.

Both of these worked well for me.
Could be cause I forgot to mention it before - there are also "Auto-scale imported vectors" and "Auto center new layers" among the options in Preferences. Give it a try.
