Do as much as possible within one layer or bone layer. Instead of having multiple bone layers try using bone offset and keep bones on one layer. Nope. Only CGI animation is on ones, with some exceptions. Disney's average of drawings is said to be about 18 per second. Please don't mix up framerate with number of drawings. The vector layer is not in the bone layer, so no wonder moving the bones gives you no result ... Grab the vector layer and drag it over the bone layer until this turns red, then release.
