No need for cut out style at all from what I can see. As seen on TV was bitmaps so had to be cut out style. You can draw the Bashir style in vectors pretty easy. In AS you have the benefit of making a point animation pass so the results should be much nicer than Bashir. Or at least less time consumi...

Really nice design. Hope you don't mind but a few points that came to me. Getting rid of these tangents will make your poses read clearly. The neck is exaggerated for clarity, hope it makes sense. The thing is, no studio or production can just drop there pipeline. Flash/TB/Max/Maya are all ingrained into the industry. They all work. Toonboom only kicked the door open because they forced it open. The anime Studio guys aren't doing that. Its seeping into the industry. Thats a very slow process....

Assuming you know how to put your pitch document together or bible. You need to find out who your networks Head of Acquisitions is. Or get friendly with someone who has an "in". Like a producer or writer. Biggest advice is to know your show. Also know the Network you are pitching too. http...
