Here's what you want to do: at frame 0, select the mouth switch layer. Now select the Bind Layer tool, which looks like a little piece of paper with a bone laying on it. Now click on the head bone, or whatever bone you want the mouth to move with.

Voila!

Just being critical, I don't particularly like how it drags on for 4 minutes at the start, with the two of them arguing about nothing. No offense, it just annoys me when TV shows (not just yours, there are a lot of others out there, Family Guy in particular) that just sit there and stay there talki...
