You don't have to copy and paste keyframes in actions
you can just go one frame 1 and click insert reference of the action you want
that way the action will be in the mainline, and it cycle.

I recommend using masking for switch layers,
and I normally do lip sync for 3-4 seconds...
Typically, a switch layer contains the mouth shapes

Yes, you don't have to render the whole animation
When you click export, change the start frame and end frame.

Oh i see you drew your characters in different body positions and used masking.... though i am pretty sure there is limitations with this Though I am confused on how this is possible I wish one day you can show us how one day Though I am gonna stick with switch layers, if only it was more smooth :/

Use bone constraints... Make a smartbone action for going in the negative direction and positive directions . Though I prefer doing layer binding, except for clothes and torso.... If you don't like to recolor, you should create style and apply to any shapes....thats way if you duplicate a frame, you don't have manually apply styles to it.

The only problem is that you can't actually rig a character like this....
I recommend translated the arm and leg bones for a 180° rig and adjust torso....
