If you're using a smart bone for lip sync, you'll want to set its keyframe interpolation to step, so you don't see all the intermediate phonemes. I set it to "Step"...unfortunately, that did not resolve this issue. So here is the one mouth formation that I actually did set in the timeline...

I wouldn't overthink the exact timing and scaling if it's a short distance. The simplest way is to set the origin at the vanishing point at, say, the feet of character and scale the whole figure. Most Efficient Way to Animate Character Walking Towards Cam?
Is there a way to accurately/proportionately make a character gradually get bigger as they walk/run towards the camera...or do you have to guesstimate and simply make them grow bigger manually, increasing their size bit by bit, frame by frame?

Don't use the dial script for an attached limb, just make an action with the same name as the bone, then edit the action to rotate where you want and change the vector positions to fit. Does anyone have a solution to smoothing other these shoulders. As the characters walk the shoulders get kinda funky.
