It's impossible to keep track with all the new developments in the field. Here's something I just stumbled over https://wonderdynamics.com/. It replaces a human in a video with a CGI character of your choice. Haven't tried, don't need (hopefully never).

None of the settings inside the particle layer is animateable, unfortunately. But you could do something with the particle layer itself: scale and translate. And these movements could be controlled by a bone wiggle. The rhythm in your example was achieved in post, I think: just render a longer clip ...

The one most important factor, to me, is storyboarding. Without a decent storyboard you can't plan. You need to break down everything and then analyze what you're going to do: in which scenes will I use the same view of that character, what else am I going to re-use, do I really need that many BGs, ...

There's an easier way:
- create the hole/holes in the character as one extra layer, make it a mask
- set the top folder's masking to "hide all"

You could put your in-place walking character inside a group folder and slide this with linear interpolation, then animate the walk.

Short answer: no, not like that.
