file size won't shrink back

I understand if you add large images to a file it will increase file size. What I don't understand is why ASP from every version I've owned so far (moho 4 on up to 8) will not shrink the file size once the image layers are deleted. Don't know if I should label this a bug since it technically doesn't...

If you have 2 switch layers with interpolation on, say front view at frame 1
and side view at frame 12, how do you copy frame 6 and make it a new switch layer for a 3/4 view?
