I need your help desperately. In one of my scenes I turned on the layer shadows and every layer's shadow were cut off. I couldn'T figure out in hours what the hell was going on. I loaded the startup file, and it's layer shadow was also broken. Any ideas if this is a bug, or some kind of setting what...

No, but I have found the problem. This character is an Old Woman. I simply made it shorter with the Scale Layer tool and the Origin transformed. When i resized it, everything was fine
Although, I want it to be short, and it would be a lot of time to make every layer one by one:S
