I'm 100% for this one. My process now is to just select all bones a few times in the rigging process and then just manually type in a zero for their strength... But at least one always gets by me.

The only thing I would add... I have all the phonemes/visemes based on Preston Blair too with a few extra expressions added into a switch layer group. All shapes with corresponding point placement so they can interpolate smoothly. Plus I use a smart bone to control the emotions of the mouth shapes. ...

Unless it's already been scripted that is... I would be nice to add a point anywhere on a curve between two points and just have it adopt the curvature for that part of the line, and not change how the line passes through the existing points.
