Technically, you don't need a bone layer at all.

For my favorite rigs, I tend to have at least 5 bone layers for each view.

Just keep in mind that if you go over 1 bone layer per character, your physics won't work (version 7).

Anime Studio 7 Physics used to make clocks

Check out GenderCompetition.com It will lead you right to the page with a video that's a battle of the sexes. The animation portion is done with Anime Studio 7, and the clocks are actually timed so the hands rotate with the physics engine. Be sure to tell me what you thought of the video. :D :D :D
