The main feature seems to be rings that appear and disappear, so you may have 2 layers of wildly oscillating lines rectangular to each other plus some of these rings on top. But this effect might be done easier with a pixel filter in AFX.

Of course, if it suits your style, nothing's wrong with smart bones. Mine is different - and my jobs are not funded in a way that I can spend too much time for elaborate rigging. It's just not feasable for a 1 or 3 min film. Doing characters for a feature or series, that would be worth the effort. [...

Exporting video with alpha is just a matter of chosing the right codec. Apple ProRes 4444 is one of them, PNG with MIllions+ Colours another.

Your problem is not layer sorting, your problem is overlapping actions and no reset. Consider what you really need. Is is a perfectly rigged character with actions and turns for every occasion? Then you need to debug and redo your actions until no conflict occurs. Depending on your rig this may turn...

You can't. This isn't a coordinate stored in the file, but it gets calculated each time you select a bunch of stuff. If you need a pivot point, bind the selected items to a bone.

I didn't say "remake this in Moho". I just wanted to point out that there's more to a face than just a smooth head turn, and that most animation in Moho (and elsewhere as well) completely ignores all those possible acting moves in body, hands, head tilts, and so on. Which is a shame.
